I am not sure I catch your reference. Could you amplify this reference
to the "US military" having some responsibility for Pearl Harbor?

I admit I was only 10 years old when the news of the Japanese attack
on Pearl Harbor started coming in. Then we spent the rest of the day
huddled around the radio listening to the reports. I did read the
newspapers and the magazines then, but I somehow missed the reports
that We were in some way responsible for it all.

Could you fill me in?
