Thanks Pedro. Hopefully someone will have a copy of those bylaws which 
appear to be central to the problem. Until I see them, I would not be 
able to comment upon your opinion of the Canadian Section's intent one 
way or the other.

I am aware that the General Sectretary is also de facto a member of the 
GC and they all would have been given a notice of the meeting. But this 
is not my question. My question is: Did the General Secretary of the 
Canadian Section (and all the other GC members for that matter) receive 
an advance notice of the meeting's agenda? This is a very important 
legal point in American parliamentary proceedure, and failure to do so 
would invalidate the meeting and any decisions made at that meeting. 
This is why I am also interested in obtaining a copy of the 
parliamentary proceedures that were used at that GC meeting.

Can anyone help?
