Steve on "red herrings" about the Mahatmas

Steve wrote in part:

their [the Mahatmas']worldly identities from being known."
It is not clear to me how Steve knows that the above statement
is actually true. On what basis does Steve assert that
"red herrings" were thrown into the record? Can he give
us specific examples of these alleged "red herrings"?
It appears that we have here a "red herrings" hypothesis and
I would like to know what evidence there is to support this
hypothesis.
