Oh dear.  I have to put on my mad scientist hat and be Uncle Chuckie  for a 
moment.
 
The important thing to understand is that there are no secrets.  I  mean 
that quite literally.  The moment something is known, the  consciousness that 
knows it automatically puts that information out in the  ether, as it were.  
(The whole mechanism is a bit complicted for an email  but Dean Radin has 
done some very good work describing it.)  That  information can then be 
accessed by literally anyone with relatively little  effort.  Anyone who has any 
experience at all in meditation can grab just  about anything.
 
What that means in practical terms, and one uses the term "practical" in  
reference to anything involving the ES with some tons of salt, is that the  
supposed "occult secrets" are no more secret than the evening news.  The  
very concept is absurd.  The Dugpas do not have to infiltrate anything  unless 
they are looking for a good laugh. They have total access to everything  
that they could want to know and more.

Depending on their level they would probably be aware of this knowledge -  
e.g. let's say, Leadbeater who learned of this knowledge and then succumed 
to  vain glory, one could say that he as a newly recruited dugpa would have a 
fair  insight into the laws of nature etc. given out by the  Masters. 

If we take a look at the evidence presented it seems  that if a dugpa was 
operating through the TS there most likely avenue of  mischief would be to 
cause misinformation on the teachings, the main aim being  to cause a lack of 
credibility of those teachings.

IMO, which has no  solid evidence, the more disharmony these dugpas create 
the more energy they  have to work with, however, I believe they are limited 
in these powers and  should humanity turn the corner in compassion and 
understanding they would  have nothing to work with.  As far as a war in heaven 
between the white  brotherhood and the shadow brotherhood, I believe, will 
never occur, they are  limited, the white brotherhood is not, but in order to 
work with our energy,  and because of karma, we(humanity) need to change 
our thinking and turn away  from materialism.   Although I do not mean by this 
that we should  all adorn ourselves in sackcloth and begging bowls!   lol
