Dear Jerry,
In my last three-four messages I have written some reasons why people do or don't participate in online groups. Those same reasons are valid, to some extent, for Indian members.
One reason why Indians don't show interest in online forums is this. In India, Theosophy is identified with writings of Annie Besant, C.W. Leadbeater and their successors. Indians follow those teachings and admire these leaders. Many online forums are dominated by followers of Blavatsky, who belong to Pasadena TS, ULT etc. These Blavatskians are very forceful in their expressing support to HPB and denouncing other writers. Such situation is not pleasing to Indians and so they won't involve in HPB centered groups. 
I have largest online group and if I allow discussion on writings of CWL, AB, they send many messages. It is because I can give them environment where they won't be abused by dogmatic people.  But I don't allow much discussion in my groups because I think they should read more instead of discussing.
