Here is some analysis.
If ordinary members don't have knowledge of Presidential candidates,
it is because of many reasons
1) General Secretaries may not be informing their members and giving
information about candidates.
2) Ordinary members don't have knowledge because information is not
disseminated through print media, internet and e-mail.
3) It is the duty of the officers to make information available to all
the members. Words in proposed change is admission that they failed to
perform this duty.
4) America is most successful democracy. But it also elected President
after voting by ordinary citizens and America gives lot of publicity
to information about candidates.
General Council should think about how to make more and more
information available to people.
