Yes, pretty much so. But we should not lose that ideal from our view
and should strive to come closer to it in the future. And because of
the actual situation and absence of the official policy of the TS (at
least a transparent and public one) I welcome John Algeo's
presentation of his plan of activities.

As said, one who is not 100% at her/his best abilities should abstain
to run for that office.
