All Lucifers which HPB wrote about were distinctly good guys, the 
light bearers. HPB also explains why the term Lucifer shoudn't be used 
as name for Satan, or any other evil being. If H.Roerich didn't know 
that, it's her problem, and the problem of her followers who have to 
deal with great confusion of terms.

HPB wrote about a subcycle of kali yuga which lasts 5000 years and end 
in 19th century. She dodn't give her system of subcycles in detail, 
but it doesn't match those which you have proposed. She also wrote 
that only opuim smoker can see the signs of the end of kali yuga now.
In Transactions she also added that we haven't passed the lowest point 
yet (I mean additional transaction published by Aquarian Theosophist).

If a translator makes SUCH errors the work shouldn't be regarded as a 
translation at all.
