noise generator

Help me.
I was watching an episode of Monk at Universal Channel cable TV last month and during a session of psychiatry the actor asked the therapist to raise up the volume of the noise generator.
What is it for?
Is it to focus your attention to the chat or what?To neutralize the ambientīs noise?
I asked some psychologist friends and they could not answer.

Usually. But there are also sound generators that will set up certain 
frequencies to cancel out most environmental noise. Also, to be cheap, one can 
stick lots of egg cartons on the walls and they make excellent sound baffles.
