"An Inner Group was later formed by H.P.B.:. at London, so that she might give out teachings to be recorded by the members, and, if possible, teach them practical occultism. Of this Mrs. Besant, with George Mead to help her, was made the Secretary... But this did not make her a Teacher."

Close examination proofs that Judge was until his death loyal to spirit and letter of Masters and HPB's words, whereas Annie Besant was only loyal to exoteric dead-letter interpretation. Obviously, this makes the difference between a real teacher and a self-styled would-be guru.
It seems further, that this conspiracy from within the TM continues until today.
