After "in actu" is the word altruism. Those "ethical conditions" apply to
we ordinary folks, not Adepts. Somewhere HPB? mentions that one purpose
of the TS was to keep alive man's spiritual intuitions. The opening
*fully* of our spiritual intuition was not a goal of the TS, that is an
individual effort. That is one reason I think HPB & her gurus taught so
little (compared to philosophy & metaphysics) about personal spiritual
practices. Brotherhood and the too much ignored active altruism are keys
in practical Theosophy. Note the context before p. 644 -- Karma. The
deepest of the deep!
