This reminds me of a verse in The Dhammapada (PÄli; Prakrit: àààààà Dhamapada; Sanskrit: àààààà Dharmapada. It is in Chapter I Verse 5. From http://en.wikipedia.org/wiki/Dhammapada, the text is:

"For hatred does not cease by hatred at any time: hatred ceases by love, this is an eternal rule."

This applies not only what has been cited in the case of Germans after the Second World War, but also to other cases. The partition of India in 1947 is another example.

About 40 years ago I heard at an Inter Faith meeting a Chrisitian minister say that unconditioned love in Christ's mind is the window to reality. Mr. J. Krishnamurti has extensively discussed what is unconditioned. I do not have the expertise to describe it, but I will try as best as I can. Unconditioned means a mind that has freedom from thought (I have italicised the word from, to emphasize that it is different compared to the freedom of thought). Thought creates the self, the thinker, the centre, me - various terms used by him. Thought is based on memeory.

The late Mr. Jamshed Nuserwanjee, a graet theosophist, noticed that in a lot of hatred was being generated in the Freedom Strugle. Hatred only temporarily unites, but it sows in the long-term divisiveness. I can elaborate on this from the contemporay history of the Indian sub-continent, but I want to be brief.

It's not necessarily a secret. In "Crimes and Mercies," it says:

"More than nine million Germans died as a result of Allied
starvation and expulsion policies in the first five years after the
Second World War"

"Other Losses" says:

"a policy of hatred deliberately and indifferently caused the death by
disease, exposure, and starvation of massive numbers of disarmed
German soldiers and some civilians."

"After the Reich" is "a comprehensive, unsparing account of what
happened to the German people when the tables were turned."

"A Terrible Revenge" is another book about the same subject. All of
these are available, free, online.

If the Nuremberg trials had been based on law, maybe Eisenhower, for
starters, would have been on trial.
