Yes, the three tiers which I mentioned are not one on top of the other - you John are right that 5.5 meters is not enough of height for that - except on the rivers they are. Here is a picture of three-tier road on a river:

I recall some one a few months back posted here about an expressway that was to be built that would run parellel to Adyar bewteen them and the river. But they will need to shorten man and redesign cars to get all that in 18.3 feet height.
