A harder copy of the assertion is in order I just did search of USIA 206.4.2 and I didn't ssee any indice for "Olcutt" or "Henry Steel Olcutt" or "Theosophy" in it's Film Picture Category.

United States Information Agency has produced in 1970s, a documentary film 
on Henry Steele Olcott. Several years ago, I tried to borrow a copy for 
showing in the local federation meeting. However, I was informed by USIA 
that US Law prohibits use of USIA's films and television programs in the 
USA. . 
Now we have a way for TS members see at least some significant portions of 
it. A member outside USA can borrow a copy thru their local US Embassy and 
upload parts of it to Youtube and everyone can see it.
