I have to disagree with this statement. These matters have to be dealt by members. They have to understand and apply basic rules of behavior to make an organization or society function. If they are not capable of that then their society is doomed to die. 

We like to compare the Theosophical Society with a family. It is obvious that in a family certain, although unwritten rules which determine members' responsibilities, duties and rights have to be applied to make a family function. And there has to present love as uniting force which overcomes troubles when different views on the functioning and on members' needed behavior are present; and there has to be present the awareness that a family is an environment for the prosperity of all of its members and of the community in which it lives.

When there are apparently insurmountable disagreements present in a family but there is still a will to stay together then family seeks help of family therapist. But when family's members begin to seek help of a lawyer then this means that they want to split it apart. 

To regain an apparent harmony and peace a society can kick or push out on the margin members who by majority opinion behave improperly but this is not an act of love and brotherhood - and after all they will still stick around, if it doesn't kill them, as a reminder of its illusion that it has solved the problem. 

There is just common sense needed to see and understand these things.
