I'm not sure that HPB actually thought that way, but there is safety in  
being thought harmlessly mad.

She could have been faking  stuff,  There is some data from some sources 
which say
this.

I  take note of the claims that she faked  stuff but I withhold my opinion  
on it. 

Which is better, or wiser,

to be called a faker, and  laughed at,

or to be called a real occultist with very real occult  power and murdered or 
burned or hung
for being a witch or  something.

I do understand that real Occult Power really scares people,  and when people 
are 
in enough fear, they will kill you, if you are the one  putting fear into 
them.

So, HPB could be both a fake and a holder of  real Occult power at the same 
time.

The fake stuff is so that people  laugh at  her, have no fear of her, and 
allow her to live.

[Blavatsky] red-handed  with the silver bells which produced astral
music [in séances]....  Blavatsky confessed to Solovieff quite bluntly
that the phenomena were  fraudulent, adding that one must deceive men
in order to rule them  (Washington, 1995).  "
