I received a response from TSA, quoted below:

"We already have plans for an electronic distribution of The Messenger via
pdf, but it is being worked into a larger plan for modernizing our
operations on many different levels."

There was no indication of the time frame for implementation. So let us keep
tuned. In the meanwhile, for pdf files, DIY may be solution.
