Moreover, it seems to me that the Rules were broken. Rules don't
mention that the lesser envelope with the voting slip should be named.
On the contrary, it seems that these envelopes were invented to
provide anonymous voting. The secretary opens the bigger evvelope to
make sure that the voice was received from the member in a good
standing, and then joins the lesser envelope to the bulk of already
received. Unfortunalely, the Rules don't mention that there shouldn't
be any names on the lesser envelope. Yet it is mentioned that the
envelopes containing results of the sections should be marked.
