Dear friends,
Let me try to summarize and extend a little the question of
transparency of the functioning of our Society.
The first level - and maybe we could call it outer - represent the
documents and data which should be available to the overall public.
These are: Memorandum and Rules and Regulations of the Society, which
includes objects and aims of the Society, then Declarations of the
Society, the actual Policy of the Society and official postal and e-
mail addresses of offices and officers on local, national and
international level. The Society is obliged to publicly publish these
documents and data to fulfill the demands of national and
international laws. To fulfill the demands of the quality of
Society's services the officers should be able to promptly respond to
the inquiries of interested public and members.
The second level, inner, represent the documents and data which
should be available to members only. These are: Minutes, Reports and
Election documents of the Society's various bodies on local, national
and international level. There are no technical obstacles any more to
make these documents available and at the same time to prevent that
they are reproduced and delivered in an unauthorized manner. The
Society is obliged to make these documents available to its
membership to fulfill the demands of its Rules and Regulations. And
to fulfill the demands of the quality of Society's services the
officers should be able to promptly respond to the inquiries of
interested members regarding these documents.
The third level are policy making documents. The governing bodies on
local, national and international level should establish the
interaction between officers and members of governing bodies to
facilitate the creation of policy making documents. The Society is
obliged to establish such interaction to fulfill the demands of its
Rules and Regulations.
