I agree. I've heard that they do not scan because all workers are old 
and not handy with computer equipment and they also afraid of breaking 
of the fragile pages during the scanning. Yet I think it's not much 
logic in this position.
London LT library owns some rare books reinted in 19th century; at 
least one of them was in good order and it was possible to scan it 
without harming it.
But I write here about collection of the Beacon magazine which was 
probably printed on worse paper (oldest paper is the best as it is 
acid-free).
