Let me try to state the basic idea as I understand it
in a declarative sentence:

The "authority" to start an esoteric group comes "not from outside 
authority but from the heart".

Jake, is this what you were trying to say?

If so, then does this statement (declarative sentence) apply or not 
apply in the case of H.P.B. starting her esoteric group (i.e. the 
Esoteric Section)?
