Hi Barbara
I believe it means that we must attempt to control  every thought that is uttered. As every emotion needs to be controlled (not suppressed) every thought likewise.  This is no easy feat as the Thinker (The Personality/Ego)within all of us survives and grows stronger on the chatter.  I believe that first we have to conquer the personality (the lower self) by being aware of all our thoughts, emotions and actions.
