Yes. A group of soldiers went wild, killing a bunch of innocent people. Other soldiers stopped them, and the higher ups tried to cover up the incident. Has nothing to do with pseudo scientists.

The American Army's experimentation that involved withholding treatment of syphilis without the knowledge of patients in order to study them was the American thing to do.
First of all, it was not faking results of experiments. Second of all, it was at a time when, for the group of people in question, the cure was more dangerous than the disease. The crime was not telling the people that they were not being treated, so that they could receive more effective and safer treatments as they became available.

And the people who did those were evil, as well. But evil is not the same thing as faking science. And they were all done on a small scale by people taking the law into their own hands, not as official action on all levels of government, as the faking of results in the Soviet Union was done.
