Please read carefully what I wrote. My own knowledge on this is limited.
In the Preface HPB says that PARAMARTHA is a great mystic work. She then
carefully sys that the "legend" of Nagarjuna tells us it was "delivered to
the great Adept by the SERPENTS (NAGAS) the ANCIENT INITIATES.
See THEOSOPHICAL MOVEMENT Vol. 33 p. 34.
The Stanzas of Dzyan can be aid to be metaphysical and philosophical and
they nourish the HIGHER MANAS.
The Voice Of The Silence is said to be ethical and practical, and therefore
it nourishes the BUDDHI-MANAS and reveals to the intuitive the nature of
BUDDHI.
More than this I do not know.
I suspect that much of the SECRET DOCTRINE may be a rendition in English (in
whole or in part) of the PARAMARTHA. But this is only a guess.
HPB states the Masters provided it, then it is likely to be quite similar,
if not identical.
We are fortunate to have it made available to us; and then, add to that: its
wide diffusion at this time and era is very significant.
Lets see what Gerry has to say without being hasty as to conclusions - let
not materialize.

I also looked at what GOOGLE offered on this - nothing conclusive. I think
that NAGARJUNA is being confused with PARAMARTHA - why, I do not know.

I found no reference in our present literature to an individual of that
name, although such a designation might be attributed to someone of high
Wisdom.
Nagarjuna may have written or spoken on this. My guess is that it was on a
very high level and might be classified among Buddha's secret teachings.
I will however (by a copy of this letter) ask my friend Gerald Schueler who
is a specialist in Buddhism to see if he has an answer useful for you. Let
this serve as an introduction.
