Don't let the media images mislead you. Up here in Wisconsin things are 
still pretty good.

What happened in New Orleans is not atypical, it just happened on a bigger 
and nastier scale with lots of dead people clogging things up. The situation, 
in many ways, is roughly analogous to what happened to Chicago in January of 
1979. Now, not many people died in the blizzard, they don't kill many folks any 
more, but there was the same bureaucratic bungling, the frenetic activity 
that always managed to go wrong.

I'm of the opinion that one of the weaknesses of democracy is that it 
encourages politicians to put things off and hope that nothing bad will happen and 
then when it does they are simply not equipped, either mentally or politically 
to deal with it. Now, in the case of New Orleans, we have an agency of 
government that is perfect for handling such things. It moves lots of people, 
equipment and supplies all over the world at very fast notice. It is called the 
Defense Department. It had everything needed, transport, supplies, men, guns. 
But the politicians screwed things up because they thought it could be handled 
by local agencies.

With respect to my friends on the other side, I find it difficult to blame 
Bush. He obviously cannot physically change anything by himself, and he is 
totally dependent on information and staff. The same would be true if Kerry had 
been President. It does no good to anyone to blame him, or anyone else, at the 
moment. That only distracts from getting things done. There will time 
enough for that next summer during the congressional election campaigns.

And, in that regard, those who do not like Bush must remember that he is 
going to stay in office until January 20, 2009, no matter what they may say simply 
because it will be impossible for the Democrats to get a 2/3 majority in the 
senate to vote to remove him even if they could get a majority in the house to 
vote impeachment. So attacking Bush is a waste of time. His people simply 
don't care. They don't have to.

And by 2008, this will all be virtually forgotten as other things take the 
front burner in the news and the election will hinge on just about anything but 
a hurricane.
