There were officials in New Orleans to advise on water and other health issues. But when the water is suspected of being contaminated, th health department usually advises to strain and boil water before drinking. As far as I know the ocean water does not extend up the Mississippi River to contaminate it with salt. I read where the larger rivers of world extend far into the ocean. Don't quote on it, since my knowledge of health issues is rudimentary.
