Much better; you ask questions, rather than pretending to know.
In the United States, the State is a sovereign entity. The federal
government is prohibited by law from interfering without specific
requests from the state government. The State government in Louisiana
refused to request aid. The infamously corrupt police in New Orleans
joined the looters. Attempts to send rescue helicopters were driven off
by gunfire by the natives.
It's kind of hard to save people who don't want to be saved.
