Well for sure people that are starving now four days they want and they to eat something immediatly. As far as I know most of the people which remained there, were poor and had no condition to leave. Interesting relief for their own people takes time, but wars can be managed very fast by them. And the amazing thing is that there are people which still try to find excuse for such delay.

It is the modern age. People want the needs assuaged immediately. These are same people who ignored warnings a good four days in advance that this was going to be a killer hurricane: A once in a lifetime event. Unlike many hurricanes it varied little from its predicted path. No matter who is in power, relief takes time.
