I think that he doesn't know for sure, for he was merely theoretizing.
But his point was about non-democratic countries and about countries 
where democracy isn't still well established now, like Russia, while 
it is not so in your case.

As for Germany, as far I know, you have enough members to have a 
section, so you are able to stand on your own feet and need no special 
support. But eastern German lands may need it, at least from the side 
of western lands.
Nevertheless you may compare it with situation in Germany after 1945. 
Then Germany definitely needed such help, and you can judge for 
yourself, was there such help and was that help enough.
But during WW2 many national sections suffered much, so Headquarters 
probably couldn't pay enough attention to each country which needed 
help.
I have read in abovementioned magazine "Alba" that the School of 
Wisdom was an invention of Jinarajadasa and was intended just to 
refill the lack of learned workers after the war.

There is also another consideration. Anthroposophical tradition is 
prominent in Germany and in some other European countries; probably 
they occupy one niche with the theosophists.

By the way, after the failure with Steiner, Adyar may be not very 
enthusiasting about the work in Germany; it may be the question of 
sparing energy, not of politics.

I wonder what hell is China getting more important for Germany.
