Occult Arts and US Law

I remember seeing somewhere (might have been on this list) that the
creation of Chimeras and/or Homunculi was against federal law. Does
anyone know if such a law actually exists, and if so, can someone find
me the source?
Also, if anyony knows any other laws that ban occult practices, I'd be
interested to hear from you.
