I think you are talking about light being the "carrier" of intelligence or 
knowledge. 

Scientists know that light can be modulated with vibrational patterns that 
represent information or knowledge-- such as the information or intelligence 
carried by radio waves that can be converted back to sounds of words and music as 
well as TV pictures. 

Thus, if HPB talks about light being intelligent, I think she meant this same 
thing; That it is the "medium" of all knowledge, both Cosmic and Human. In 
one sense, then, light can be considered as having intelligence as a 
fundamenetal aspect of its nature. In another sense, since everything is fundamentally 
made up of "light," our individual intelligence, as well as the intelligence 
of all the "lives" within us can be said to be "rooted in light."

Since, the intelligence or knowledge of the universe that represents karmic 
information as well as its cosmic construction blueprints is carried by the 
first rays of light emanating from the abstract motion (spinergy) of the Absolute 
Laya Point... This is what HPB implied throughout the entire Secret Doctrine 
-- as light being "intelligent"... Although she may not have said it in so 
many words. It is also what is meant by the first words of the Bible when it 
says "In the beginning there was the word" -- meaning the vibrational patterns of 
the primal "spinergy" (also called the Akasha) or Cosmic "intelligence" 
(Gnosis) carried by the first rays of primordial light. 

On the physical plane since physical light is just a small part of the entire 
electromagnetic spectrum -- which includes the radio waves -- Science can say 
that "light" is the basis of all intelligence. On the higher planes, "light" 
refers to the entire spectrum of cosmic electricity, that is simply of a 
higher frequency order than the physical light, but is analogous and corresponding 
on all descending levels [fields of consciousness] of cosmic energy -- 
reflected, analogously and correspondingly, in the seven fold nature of the universe 
and all its evolved inner beings. 

All of that is revealed in the Secret Doctrine scattered throughout its 
metaphysical teachings with particular reference to Fohat or "cosmic electricity" 
-- which being the root of all the "coadunate but not consubstantial" fields of 
consciousness whose fundamental basis is light -- can thereby be considered 
as an intelligent force in itself.
