As far I know, in the theosophical literature there are no statements 
that hierarchy of evil exists. The idea of hierarchy of evil implies 
an existance of the boss, but Blavatsky denies existence of Satan and 
asserts that it is a personification of resistive force of nature. 
Leadbeater also definitely wrote that there's no hierarchy of evil.

For example on the physical plane we there are many criminals, and 
they may form big organized groups but they are temporary an do not 
form the one worldwide mafia with a single boss, because the egiostic 
interests prevent them of forming one brotherhood (yet it is true 
about theosophists too).
