OK, a leader, does not necessarily mean The Leader. He certainly had a seat at the round table of theosophy.

There are many criminals who are not convicted but did the crime.

Leadbeater, to my knowledge, was never a leader of the Theosophical 
Society. And, according to the laws of Australia, Great Britain, and the 
United States, he was not a criminal. So, the answer is "neither".
