his "inappropriate" actions were?
Certainly. His inappropriate actions included:
1) Sleeping naked with naked young men.
2) Taking baths with naked young men.
3) Teaching young men how to masturbate, even if no actual showing or
manipulation of sexual organs took place.
And why do you think they were "inappropriate"?
Because, at that time and place, it was considered to be so.

IF Leadbeater lived in New York City TODAY
and did what you choose to call "inappropriate" actions,
would you consider them STILL inappropriate?
I don't know what sort of actions Leadbeater would have done if it were
in New York City today. I guess, for example, if you put him in India,
in front of a charging tiger, it would be inappropriate. And there are
certainly times and places where such actions would be considered highly
appropriate (where human sexuality is more open, and does not have the
load of guilt attached to it as it does in Western society).
