And not necessarily. See the 'On the Watch-Tower' notes for
"The Theosophist" in 1914, where Annie Besant condemns the
peaceful Germany and demands for her destruction, rather
than other aggressive and imperialistic nations. Obviously
she has heard, as a lay chela under probation, something
spiritual oral from HPB, but filtered it through her
personal brain.
On the other hand we see Katherine Tingley (she wore HPB's
occult signet ring, the one locket
(http://www.katinkahesselink.net/his/rings.htm -- it is not
true, when it is stated here that nothing is known about the
whereabouts.)
