First of all I don't think there is a competition to know who was the best or the worst: Judge, Besant, Leadbeater. Divisions,conflicts and problems they exist in human character and relationships and always are going to exist. 

Of course the letter of 1900, could not mention Judge he had already passed away. And it was also a letter addressed to Annie Besant. In truth I believe that nobody of the persons you mentioned in your list Daniel, were ever in direct contact with the Mahatmas.

The only person I do believe to have been under the influence of the Mahatmas for more paradoxical that will seem for many here, was Krishnamurti. And I don't know how long this might have remained. But for sure on the day he solved the Order of the Star in the East with more than 50.000 followers he was acting under a higher influence.

All the other clairvoyance speculations and claims to be in contact with the Mahatmas, after H.P.B's death they are clear for me, coming from the victims of an Epidemic Mayavic Ideation & Deluding Influences. Well that's my opinion. Unfortunately there is nothing we may relay today as an original source of contact and influence derived from the Mahatmas.

Who promoted this "misleading mayavic ideation"
about Upasika (Mme. Blavatsky)?

Below is some information that may help readers
to answer that question:

In THE THEOSOPHIST for May, 1897, p. 498, it is
reported that Mrs. Besant stated the following:

Madame Blavatsky has been reincarnated in the 
person of a young Brahman, now about nineteen
years old.

============================================

And Mr. Leadbeater wrote the following in
THEOSOPHY IN AUSTRALIA, Sept. 1917:

Madame Blavatsky lives now in a masculine body,
which she took directly [after] she left the 
other one. When she left that body, she
stepped into the body of an Indian boy then
about fourteen years old....

Mrs. Besant in 1922 wrote the following:

....alas! she passed away, and took rebirth
in the north of India, and though we have lived
for twenty-eight years in the same land so dear
to both of us, we have never met physically face
to face. Yet close ties bind us to each other,
and may be we shall yet greet each other in the 
flesh.

These documents show that it was Mrs. Besant
and Mr. Leadbeater who were responsible for
promoting what the KH letter of 1900 calls
"a misleading mayavic ideation."

Also notice what this same 1900 letter says
to Mrs. Besant:

You have for some time been under DELUDING 
influences.

=============================================

And the letter goes on:

Be accurate and critical rather than CREDULOUS. 
The mistakes of the past in the old religions 
must not be glossed over with IMAGINARY explanations.

And here is sage advice to Mrs. Besant:

The best corrective of error is an honest and 
open-minded examination of all facts subjective 
and objective.
