Hi: My understanding is
Maya(the divine power that rules the world) is the one that gives fear of death.
I don't know why it gives that fear. Maya is also the one giving guilty feeling &
fear to humans when they do bad things. Similarly after coming home from trip,
maya is the one giving good feeling of/in the home. In the future, as was in the
past(probably 100s and thousands of years back), maya may give fear of the
next life so that we don't do bad things in this life and fear reincarnation.
After death, soul gets released and maya puts the soul thru reincarnation.
Soul is like credit card number; maya charges every good & bad thing to the
soul. Whatever not get punished or rewarded in this life, maya punishes or
rewards in the next life. Next life itself can be a punishment or reward.
My understanding is 80% of the things done in this life are punished(for bad
things) and rewarded(for good things) in this life; only 20% are postponed.
These 20% are postponed since maya can not punish/reward them in 
just and righteous path in this life.
