No I donīt agree totally with this explanation, 7 is not arbitrary, 7 is very present in many divisions of many phenomena occult or not.
One example is the seven principles in human being.
An example is the seventh day, God rested from the work of creation since it was full, complete, good and perfect. In relation to time, seven marks the week of seven days used by all nations. Seven tells of eternal Sabbath-keeping for the people of God in all its everlasting perfection.
In Daniel's "time-oriented" prophecy, the number seven also points to spiritual perfection or completeness for the Jewish people and many other cases,which means it is not undeliberately.

Seven is an arbitrary number, into which many continuities are divided
in order to make them easier to understand. It was given special
significance because of 7 "planets" observable from the Earth by humans
without use of instrumentation, given a geocentric point of view.
Because humans think so highly of themselves, they confused what they
could observe with what was, and therefore made 7 a significant number.
