A I see it from my studies in Theosophy:
Look at our 7 Principles
ATMA is "ours" and also is universal -- hence we share it with all
others. So in a sense it is "not ours," but it is the real base
(actually inescapable) for universal brotherhood.
ATMA and BUDDHI ( Accumulated experience for aeons past ) combined
are the eternal MONAD.
ATMA-BUDHI-MANAS is the MONAD in evolution. It is the manner whereby
the formless, yet distinct one-ness of all the 'SELVES," is united to
any "form." MANAS, or intelligent awareness, and consciousness is the
necessary link. It is also universal and immortal.
All "experiences in forms" create mind-images, and these may be
perceived by the HIGHER SELF-- ATMA. There is no other way whereby the
embodied mind can hold converse with its HIGHER SELF ( ATMA ). (se

Manas as the ONE CONSCIOUSNESS unites the formless ATMA-SPIRIT to the
experiences of our daily acts (we are the personal, embodied mind :
now, and in the past : memory) -- and as these were performed within
the limitations of some kind of matter or substance, BUDDHI (using the
AKASA) makes thereon a record of how the UNIVERSAL LAW (KARMA)
reacted to "our" choices. Hence it is called WISE -- WISDOM
incarnate, and the 'vehicle' of ATMA.
UNIVERSAL LAW (KARMA) is another "immortal" part of the Kosmos. LAW
is the balancing of all things, motives and future events. Therefore
LAW impersonal and universal is the regulator of time and event. In
symbology it is the dynamism of the mysterious (non-material) circle,
with "circumference nowhere and center everywhere."
The embodied mind has to realize that its choices will always be
overseen by immutable eternal and totally impartial, just LAW.
The purification of the Lower "personal" mind, is the process whereby
it realizes these things and applies them to its voluntary choices
hereafter. It is self-improvement. Self-regulation.
This is of course metaphysically viewed, and I hope it may help.

Chewing and totally disagreeing, I think.
I always understood the stanza's to have at least two meanings. One
time dependent - as above: the universe was in paranishpanna ages
ago. Now it is not. The fundamental ground of It was there, and
nothing else was.
On the other hand (second meaning) - the fundamental ground never
changed, is still there, unconditioned reality is the foundation of
all our life here now. And our consciousness can get up (or down) to
it.
Maybe that is what you were saying - I don't know. I have trouble
understanding most of what you write.
