I abridged it and seem to have edited that out. My question was, 
does anyone know a practical way of protectng us from the 
proliferation of WMDs which is unlikely to stop. Setting aside the 
question of whether it does or does not make sense to attack Iraq, it 
is hard to believe an endless series of wars will solve the larger 
problem. That's what I meant by filling a bucket with frogs. If 
there is a solution and it is not Draconian in character, it would 
seem there are so many frogs one would have to have a less expensive 
and cumbersome way of dealing with each one than war.
