Because the other side is not necessarily giving Israel that option. I
am making the assumption that Israel will not perform any action that
will ensure its own destruction, although many people want Israel to do
just that. But note I am also asking what Israel SHOULD do. If you can
come up with a set of actions Israel can perform that would ensure the
survival of both sides, so much the better.
