If you have a source for your contention, could you identify & post the
figures of the various countries which have received direct grants and
loans forgiven for the last five years. Loans not forgiven are just loans
that will be returned. The list of countries will make us understand who
gets what.
When dealing with a large democracy, one cannot expect to buy votes. If the
citizens of this country does not want to send aid to any particular
country, all they need to do is to address the issue to their elected
representatives. It is the congress which decides who gets what aid. I
would be for eliminating all aid for all countries and spend the money on
issues of interest to citizens in the US. Charity starts at home.

Are you including grants and loans, just one, or just the other. I
believe that in straight grants, India is #1, but when you include
loans, others come out on top. And, yes, India votes for issues as it
sees fit. Which means that it sees fit to consider the United States an
enemy, while happily taking the money from the citizens of the United
States.
