I take your question serious - I see no contradiction to that what I wrote
before, i.e. that the messenger cannot be separated from the message. In the
quote you give that occult rule is included, although not expressly worded
(note that the receiver of the Mahatma letter, Mr A.P. Sinnett, was unfit to
become a lay-chela - even for the said reason - he didn't accept the
messenger of the Masters -- same with HSO).

"Study our Philosophy". What do you think is meant here? Reading books?
Force the brain with dead letter knowledge? Note that in the time, when the
Mahatma letters were written, in the early 1880'ies, nearly no one
theosophical book was on market, which unveiled the main tenets. Note
further, that the philosophy of the Masters, which their direct messengers
Helena Blavatsky, William Judge, Katherine Tingley and Gottfried de Purucker
brought to the Western people, never was, never will and never can be
printed in a public book. All books you can buy are exoteric, not esoteric.
You can find the Masters philosophy, the sublime Esoteric
Chaldeo-Tibetan-Aryan doctrine, only if you live the theosophical life, not
otherwise. If you do that, you will know who and were the Masters are, who
and were their messengers are and what their message/philosophy is - and
that is a UNIT, you cannot grasp the one without the other. That is what is
behind the quote you gave. To know the Masters, you must first learn who and
where their agents are. The level of the Masters is not the one which
ordinary people should wish. For us "normal" humans the right level are the
messengers. If you reject the messenger, you reject the message and the
Masters too.
Since the ULT rejected the messenger of the Masters, who worked esoterically
close with Judge in his last years, they have also rejected the Masters.
Same for the students of ULT who believe that under Judge around 1890 (the
appearance of the new successor) the link was broken and no messenger
followed him. Those students who belief in that very wrong and harmful
maintain exclude themselves psycho-magnetically from the ring of the
Movement, although they may in the outer world regarded as friendly and
learned people - but with this ring-pass-not one is limited to dead-letter
bookish interpretations, nothing more. So much, so bad. Hope this helps.
