More or less. Evil came into existence as a potentiality when the field
for evolution was first defined at the manvantaric dawn, as did all other
potential pairs of opposites. It enters the sphere of man's consciousness
as a potentiality with the development of the personal ego. It is always
relative and subject to a point of view.

If I understand your question, I would say both. They are qualitative
aspects of true nature. As such they exist as potencies. You as a person,
can choose to relate to them much like the same way you can choose to
relate to the true nature within you. Others have as well and won the
victory of attainment, transcending the personal identification and
becoming such. Therefore you could call them beings also. The higher
hierarchies, as impersonal agents of true nature, act as transmitters and
posits of these potencies for the unattained.
