Peter,
Perhaps, it is more like this: the murderer, or torturer, etc., "knows the
error at some
level" but DOES NOT expect punishment ay ANY time. In this age of extreme
material complexity, it seem that social morality (values) is the first thing
to collapse. Under such circumstances it does not seem unreasonable to expect
corresponding personality disorders. Excessive rationalizations, of the sort
we see today, where we tell ourselves and others ANYTHING to get our desires
fulfilled, can be observed anywhere one looks.
In such a scenario, I say, thank goodness for an impersonal system of Karma,
which pays no attention to outer personality displays, but rather addresses
the issues of Cosmic harmony and balance. I can trust in that.
