It's a Nyingma text.

Great question.  Actually, it's not part of canonical Tibetan Buddhism, but a
"terma" or "revealed/discovered" text.  Either HPB did not know about it,
didn't care about it, or didn't consider it appropriate as a Nyingmapa text,
given that she was such a Gelugpa cheerleader.
