An answer could be that all three, HPB, APS and AOH, were not chelas in
training in said time. Rules are for chelas and not for mundane persons or
accomplished chelas. Furthermore smoking was and is not forbidden in the
Eastern School, nevertheless this is a rule of a so-called ES of one TS, but
this was an invention after HPB's time, based of merely half-knowledge. Two
points that could solve the paradox (a paradox is not a contradition).

Thanks Frank. You may be right.

On the other hand, there is the report regarding this person who was
claimed to have passed at least 2nd Great Initiation at the time when there
was frantic creation of Apostles. Most theosophists at that time believed
his passing the initiation.

In a recently published material, it is reported he started drinking
alcohol to help his stomach pain and in due course of time, at least once
his host he was visiting asked him to leave because he was drunk.

While I have read about the abhorrence of HPB to alcohol, there is this
paradox of an initiate getting drunk.
