As I understand it, the "constant" which Judge referred to in regard to the
total number of MONADS which reached the "Man-stage" in any one Manvantara,
so as to progress from there on, was a fixed one.  Next Manvantara, those
that were unable (because of karmic reasons) to enter the man-stage, would
have their turn.

In an eternal universe with infinite possibilities, the questions of time
and space which occupy our minds and limit our conceptions do not pertain
or act in the way we may be accustomed to.  At least that is as I
understand it.

The economy of the total Universe, which periodically emanates into
manifestation from the ABSOLUTE (again, under Karma) gives an even and fair
chance to every MONAD to pass through all experiences.

The Hermetists used a verse which runs:  "A stone, becomes a plant, a
plant, an animal, and animal becomes a human, and a human becomes a "god."
When has an evolutionary scheme ever show an unfair delay or relapse to its
constituents ?

Theosophically the whole Universe, our earth, our bodies are related to all
others.  The material of our bodies: blood, flesh, bones, organs, etc...
are all drawn from the elements of our earth, from mineral, vegetable and
animal sources, and even as humans, we pass "elementals" and "forces, "back
and forth as we live, feel and think.  These are the bonds of a living
whole which also make up the tracks of karmic linkage -- some are closer
and stronger than others, but taken all together they make a vast mosaic, a
pattern of universality which includes every aspect of "personality," as
well as  every "Individuality."

That is how I see it.

So the total number of Monads which are undergoing evolution of the human
type are, for each world, a fixed quantity;  and when there is the question
of an increase or a decrease in those who are in the same time frame in
incarnation, the sum total, which is a very vast one, considering that the
average time spent in "Devachan" between two incarnations is about 1,000 to
1,500 years, does not vary.  [ It should be noted that this average (KEY p.
145) may be as short as a few decades and as long as perhaps 10,000 years.
It all depends on the nature of the life lived and whether the "food" for
Devachanic mediation is large or small, and also whether the Monad desires
to return soon so as to help others in its desire to be of service
spiritually. ]

That is the doctrine as I have understood it after reading the KEY TO
THEOSOPHY, by HPB, and the OCEAN OF THEOSOPHY by W. Q. Judge
-- The "Ocean" mentions the same average on p. 112.  If you have not read
the OCEAN, it is a good idea to borrow a copy - it is short (178 pages) and
is a condensation of what the Secret Doctrine deals with.

The phrase "thread soul" is a synonym for the "Reincarnating Ego"
(Atma-Buddhi-Manas) or the Monad that is undergoing evolution in a human
environment.  It is the "sutratma" ( see KEY 133-4 footnote, 166-7) upon
which are strung the successive "personalities" of many experiences as a
human being using many bodies in all their succession.  Each Monad is a
"sutratma," a "thread-soul."
