IMO, From HPB's words she had every intention of publishing these works, if she 
had lived.  As they were suppressed my thinking is that Knightley,de Zirkoff and 
Besant were responsible for the cover up.  I wouldn't be surprised if the 
original manuscripts were given to her sister who thought it wiser not to make 
them available to the then leaders of the TS.

I am sure the Adepts would have made sure that they did not fall into the wrong 
hands or used as false evidence that the masters were once again in touch with 
the society.

As they have remained hidden one can only speculate that the world is still not 
ready for this knowledge.
