Erica, 
Both the Lady who administrates the UNOOSA and the United Nations have quickly and publicly said that there is no such responsibility, purpose or goal for the UNOOSA. And they say they do not characterize "Alien Life" as advanced life forms. The Telegraph Article I must say seems lacking to me as they had the same time as me to receive the notices sent by Bulletin online and otherwise update the incorrect view they published.
